In 1999, with a word from God and two words in Spanish, Moses E. Butler, pastor of First Church of Christ of the Apostolic Way, Columbus, Ohio boarded a plane for La Romana Dominican Republic. Looking from the window of Hotel Olimpo onto Calle Abreu, full of cars, trucks and motorcycles, he felt he had been there before. In fact, he had, it was the same street he had seen in his dream.

Now in its fifteen, with over 58 registered church, 10 completed construction projects, regular district council meetings and special convention for the young people, women and men, the Dominican Republic District Council stands out as one of the most vibrant and progressive councils of the Pentecostal Assemblies of the World, Inc.

Not stopping with the Dominican Republic, Bishop Butler has successfully evangelized Puerto Rico, Venezuela, and Costa Rica. Geography does not limit the Dominican Republic District Council. Currently, Episcopal District #54 starts in the southern portion of the Dominican Republic crosses the Caribbean Ocean and extends into Guatemala, Honduras, El Salvador, Nicaragua, then south to Costa Rica and Panama. The Dominican Republic District Council crosses the Darien Gap in Columbia and includes all Spanish-speaking countries in South America from Columbia to Tierra del Fuego in Chile and Argentina.
